Mr. Whelan:

A true national cash advance system will go a long way toward completion of a comprehensive farm income stabilization plan for Canadian farmers. It will give farmers the opportunity to obtain cash against farm-stored crops rather than having to sell their crops at distress prices at harvest time, and that involves many crops right in the area of Perth-Wil-mot. The hon. member who represents that area should be concerned about that; he should not jeer because it will help an awful lot of farmers in his area. If we put the program into proper use and perspective, we will help him right out of this.
