It seems to me that it is possible to pay them sometimes double salaries. I have had brought to my notice only a short time ago the fact, in regard to which I asked a question and got a reply, that clerks employed in a certain department are employed in another department at the same time and draw pay there also. The answer was that the government has no knowledge of this. I am informed that it is a fact, and that it has been going on during the last few months. I give that as a justification for endeavouring to find out whether such a thing could happen or not without the knowledge of the minister.
