In that case, we have no general officers. If we build a harbour at Port Hope, for instance, we employ an officer, who is not in the department. In this case Mr. Cyr is a permanent employee just as Mr. Desjardins is in Montreal. That is the reason why the hon. member for East Gray (Mr. Sproule) finds their names where he does find them.
