I notice a reference to three per cent or five per cent of excavation still to be performed on contract 21. I suppose that relates to the locality to which the minister alludes? Is that line being operated?
Mr. GRAHaM. The line from Winnipeg to Superior Junction is in such a position that it could be operated to a certain extent by the contractors. They have offered it to the Grand Trunk Pacific to oper-

ate a certain number of trains each week, but the Grand Trunk Pacific does not care to make the arrangement and it is not being operated except as the contractors use it themselves. I am assured by the engineers that trains can be run over the road at a moderate rate with a fair load.
