I have no desire to block the second reading. No doubt the Bill is for a very good purpose, but there is a company on the Ottawa river very similar to this one, all the tolls of which are under the Public Works , Department and have every year to be submitted to the government before thev become law. There is no provision in this charter in that regard whatever. If there are no shareholders, at the end of 30 years when the bonds run out, who will own these works? There is no provision as to who will pwn Mr. CARVELL.
them when that time is over. There are officials in the Public Works Department who have had to do with this kind of work many years and this charter should be submitted to those officials, who understand their business, before it is brought to the committee. The members of the committee necessarily cannot be conversant with the technical details of a Bill of this kind.
