Mr. CARVELL.

It would do no harm to give the power. We can create the new company and give it the power to purchase. The matter will be one for the old company to work out at their end if necessary. This is in the interests of the company. I would like to have the Bill pass its second reading to-day because I understand there are some interests opposing the Bill, and I should like to have the Bill go before the Private Bills Committee so as to give every one interested sufficient time to be present.
