Before this motion passes, I would like to suggest that this Bill be referred to the Public Works Department and carefully gone over. It is a very complicated Bill with many powers and no doubt intended for a very good purpose, but there are some curious things in it. For instance, there is a provincial charter referred to in section 27, and this section empowers the company to buy up and extinguish the present shares of this provincial company and force the shareholders to take in lieu bonds in the new company. I question whether this parliament has the right to give any such authority. Then there are no names of shareholders mentioned in the Bill.
