Order, please. Hon. members will appreciate that it is difficult for the Chair to hear what is being said. The right hon. member for Prince Albert (Mr. Diefenbaker) seeks the floor on a question of privilege. I have serious doubt whether the question of privilege can be heard. I know the precedent to which the right hon. gentleman refers, but my interpretation of the precedent and what happened before is that really the Chair must abide by the rules. I call on the right hon. gentleman to agree with the Chair and to appreciate my position.
