Has the government or any agency thereof entered into an agreement with the city of Toronto to provide loans on a sliding scale for the rehabilitation of existing substandard housing in that city and, if so (a) how much was the ceiling of the total of the loans (b) how many loans have been made and what do they total (c) what interest rate is charged on these loans (d) are these loans available to property owners who rent their properties and what restrictions, if any, are placed on the size of rental increases for such improved properties?
