quite clear that I regarded this as a national emergency that affected the entire Canadian economy, and what is good for western Canada is good for Cape Breton. When the minister realizes that each segment of the economy affects the other segments in this country, then he can make a speech or, rather, read a speech that has been prepared by somebody else. My advice to the minister is to get out of the business because he knows nothing about it.
