Mr. Speaker, my question is directed to the Minister of Veterans Affairs and has to do with the change of policy on the part of the Department of Veterans Affairs which apparently has not been announced by the minister. When, and for what reason did the minister instruct the district pension advocates to refer all inquiries from members of parliament to the deputy minister or the departmental secretary?
