Mr. Speaker:

Order, please. I do not believe the criticism is really justified in fact, but in any event the Chair has to use its best discretion. The hon. Member who has just spoken made a long statement on motions, and if the Chair did not see anyone rising in that group it may be because he is blind in one eye; but he does his best.
