Hon. George C. Nowlan (Digby-Annapolis-Kings):

Mr. Speaker, I would like to direct a question to the right hon. Prime Minister in the absence of the Secretary of State for External Affairs. If the latter hon. gentleman were here I would like to ask him if he was as firm in his opinion now as he has been in the past, that we cannot join the
O.A.S. Since he is not here, has the Prime Minister any information to give us with respect to the conference of the O.A.S. powers yesterday, and is the newspaper story correct that although the force to be sent to the Dominican Republic will be nominally under the control of the O.A.S. it will actually be a force of marines and U.S. troops?
