Hon. J. R. Nicholson (Postmaster General):

1. Observation galleries were installed in post offices many years ago. Since their installation, employees have been charged with theft but there is no record of the number of charges and the cities involved.
2. The Post Office Department cannot recall any cases where as a result of observation from galleries postal employees have been charged and penalized for such infractions as smoking in the prohibited areas of post offices. Normal supervisory steps are taken where regulations of this type are violated.
