Mr. Malheson:

I think I can say with authority that never before has there been a prime minister who has used his office in this particular way. In my opinion the answers that have been given by the government and their failure to answer other questions indicates their acknowledgment that really this document should have been published as Progressive Conservative party literature. If we are going to have a bill of rights in which all Canadians take pride as something resulting from the deliberations of parliament, then I believe we should think of it in that capacity only and not in a political sense.
