Mr. Chevrier:

I am not attempting to precipitate a debate, Mr. Chairman. I was rising on a question of privilege, as I have a right to do. When we were last on these estimates we dealt with item 729 and we did not pass it. We are therefore still on item 729 unless and until the government gives some indication of a change. The government has given that indication, but it gave it a very short time ago. That is the matter that I suggest is a question of privilege. I wish to make a statement and I do not wish to enter into a debate. I think I have a perfect right so to do. My statement is this-
