Mr. Martin (Essex East):

I know that hon. gentlemen do not like what I am saying, but that is the fact. Not only is it a fact that opposition members are finding the situation difficult, but it is a fact that members on the government side are also finding it difficult. Some members on the government side are actually boycotting a particular committee because it is being held at a particular time. I hope these remarks will serve to remind the administration that it is largely responsible for this situation.
