Mr. Speaker, I would think a question of that kind should

first be taken up with the appropriate Canadian authorities. If there is some question in regard to the law the matter should be brought to the attention of the appropriate department. It is not the sort of matter that would be appropriately introduced into a discussion until there has first been that kind of groundwork laid and investigation held.
