Mr. Frank Howard (Skeena):
Mr. Speaker, may I direct a question to the Secretary of State for External Affairs. Perhaps, in his absence, it can go on the record and be taken as notice.
In view of the opinions expressed by the recently returned businessmen's delegation to Russia and the great need for mutual understanding among nations, will the Secretary of State for External Affairs undertake to reopen the question of an exchange of parliamentary delegations between the Soviet union and Canada, which apparently died an unnatural death in February, 1956?
