I should like to direct a question to the Minister of Agriculture arising out of a press report yesterday appearing in the Montreal Gazette, wherein it is stated that the minister, in speaking to the Canadian Federation of Agriculture in Montreal, explained the agricultural stabilization bill in such a manner as to indicate that it was a form of unemployment insurance for farmers. Has the minister's explanation been correctly reported? Does the government consider the agricultural price stabilization bill to be legislation mainly intended to provide a type of unemployment insurance for farmers?
