Mr. Speaker, I know nothing about the so-called insert, which I will look into. As to whether or not individuals could take advantage of a voyage such as my hon. friend mentions, I can only point out that obviously that could not be done unless in addition to the provision by the federal government the provinces likewise recognized that they had responsibilities in this regard.
