Mr. Low:

If right from the beginning they were told there would be no use in discussing it, I can understand why no reference was made to it. I cannot follow the minister's argument. Is it not true that my province already carries full responsibility for bringing the cost of hospitalization down to a certain maximum limit? The same argument could be used with respect to any illness. It would seem to me that this is just a question of the federal government having taken an adamant position and telling the provinces that this is as far as we are going to go, that they have to arrange their own affairs under this particular scheme being dreamed up. That is what it would look like to me.
