Mr. Nicholson:

Mr. Chairman, the members in the committee are in very good humour this afternoon and I do not propose to make any extended remarks. This bill was referred to the committee on agriculture and colonization. The minister was good enough to have his officials on hand to answer questions. While legislation never measures up to the expectations of opposition members who would like something better, nevertheless this legislation makes provision for payments which the minister anticipates will be a good deal higher that would have been possible under the previous legislation. It also makes provision for these payments to be
made without any additional levy on the people concerned. It was the hope of all hon. members who were at the committee meetings that at some stage it might be possible to get a more comprehensive plan that would provide assistance for farmers in all parts of Canada. But those who are from the prairie area are glad that this amendment has been brought forward this year.
