Mr. Speaker, I believe that is obviously a matter of opinion. It is a little too early for us to assess at the moment the effect of the increase in costs that has taken place since the project was started in relation to the probable volume of traffic that will be making use of the seaway when it is opened in 1959. I think it would be useless for me to comment now on what are purely speculative reports.
