Mr. Venning is an old employee of the department, who has been sent out as a special officer in connection with investigations of this character. He was in Paris when the Behring Sea investigation took place and when these commissions have taken place during the last twenty years Mr. Venning has been sent out from the department. He is a very .competent officer and we generaly allow him a certain amount.
Further amount required for salaries and disbursements of fishery inspectors, overseers and guardians, $20,000.
