The breast wall and foundation at the head of lock No. 1, was originally built about one foot too high, and it requires to be lowered in order to
maintain fourteen feet navigation in the event of the retaining wall between the old and new canal giving out, as is very likely to happen at any time. The estimate is $10,000 and after the work is completed the retaining wall will not be required.
