Mr. Speaker:

I declare the Speaker's ruling sustained. The question now is on the motion moved by the Leader of the Opposition, seconded by Mr. Rowe, that it be an instruction to the committee of the whole that they have power to divide the bill into two bills in order that one may deal separately with

the financing and construction of the proposed pipe line from the Alberta boundary to Winnipeg.
Those who are in favour of the motion will please say yea.
