Mr. Drew:

With deference I appeal the ruling.
Mr. Speaker put the question as follows:
When "orders of the day" were called, Mr. Drew, seconded by Mr. Rowe, moved the following motion:
"That it be an instruction to the committee of the whole that they have power to divide Bill No. 298, an act to establish the Northern Ontario Pipe Line Crown Corporation, into two bills in order that one may deal separately with the financing and construction of the proposed pipe line from the Alberta boundary to Winnipeg."
I ruled that, in accordance with standing order 32, the said motion was not debatable. Whereupon Mr. Drew appealed to the house from the ruling of the Chair.
