Mr. Pickersgill:

-in which he said that because of the financial crisis in education- and I would not have agreed with him, but I would not have quarrelled with that phrase in the motion-the tax rental payments to the provinces should be increased so the provincial governments would be in a position to discharge their responsibilities properly, I would have thought that was a perfectly proper kind of suggestion for a member of parliament to make.
But when we try to make people think we are voting for more aid for education, when we have no way of making sure, if we did it, that it would go for education, then I think it is-I see the hon. member for Greenwood looking at me, and I am trying to think of a synonym for the word he and I cannot use-I think it is very misleading to the public.
