Mr. Knowles:

Mr. Chairman, in connection with the estimates of another department yesterday the hon. member for Greenwood asked whether the department concerned was put in a position to recoup its expenses. I do not wish to imply that I agreed with the inference that was made yesterday, but I wonder if that kind of a question might not appropriately be asked on this item. Is the money that we spend all outgo so far as the treasury is concerned, or is any portion of this money recouped from those who gain, by the issuing of these patents?
