Mr. PRINGLE.

He sells the Canadian tobacco of the Empire Company but he sells the foreign leaf made by other companies. He has a perfect right to sell any other Canadian tobacco, if he is willing to accept two per cent commission, but if he wants to obtain six per cent commission then he can only sell the product of the Empire Company.
