As my hon. friend knows, the Minister of Trade and Commerce is in an extraordinary position in trying to carry out the dollar saving policy with no legislation. He has been in that position for several months. This letter is simply one to the Minister of Finance recommending a certain course of action. particulars. I see no purpose in burdening Hansard with a letter of that kind.
