Mr. NICHOLSON:

If the minister does not wish to go into the field of health insurance studies the whole item should be dropped. It is not fair to come to parliament and ask for $43,000 last year and spend only $4,700 and then ask this year for $27,000. The minister should be frank and say that he does not plan on doing anything further in the field of health insurance studies, and drop the item. That would meet the requests of my hon. friends to my right who are demanding a reduction in expenditures.
