Hon. C. D. HOWE (Minister of Reconstruction) :

The difficulty is that the controller of motor vehicles, in issuing priority orders, depended on estimates of production which were too optimistic. The situation to-day is that more priority orders are out than can be filled. Action was taken some ten days ago to see that no more priority orders were issued until outstanding orders were filled, but the difficulty to which my hon. friend refers can be solved only as new trucks come from the production line.
