Mr. CRUICKSHANK:

The point I wish to make is this. If the hon. member for Vancouver East is sincere in his idea, and I give him credit for that, particularly as regards the C.C.F., I ask him, how can you give all the rights of citizenship to a man when you tell him what province or what municipality he shall live in? You cannot tell him where he shall live if he has all the rights of Canadian citizenship. But that is what the hon. member for Vancouver East advocated.
