I ask the Prime Minister in his capacity of Secretary of State for External Affairs if the Canadian government has given authority and instructions to anyone to represent Canada's point of view in London while the five power foreign ministers' meeting is in progress, and, if so, what position is Canada taking with respect to the plan for adminstration of Japan which I understand is being discussed by the foreign ministers of the larger powers?
