Mr. MICHAUD:

Doctor Chartier is not paid on a yearly basis; he is paid the fees provided by the workmen's compensation act of Quebec. Similar fees are provided by workmen's compensation acts of the other provinces. When Doctor Chartier or any other doctor treats an employee who comes under the provisions of the workmen's compensation act the account rendered must be approved by the treasury branch. If the fees charged are found to be due they have to be. paid; that is all there is to it.
