Mr. GARDINER:

I have no desire to press the resolution, but the general practice in connection with resolutions of this kind is to get along to the point where we can have the bill before us. I think it would be much better to have the resolution dealt with and the bill printed and distributed before a discussion takes place on it, and I should like to advance the resolution so that we can get that done.
