The question is in such form that in my opinion it should be placed on the order paper. The fact that a minister is prepared to reply to such questions on the orders of the day does not alter the fact that to put the question in this form and at this stage of the proceedings is against the niles of the house. The hon. gentleman should [DOT] put it on the order paper.
