Referring to the discussion that took place immediately the Minister of Labour sat down, as to procedure that would be followed from to-morrow, my understanding of our meeting in the Prime Minister's office is that what he had said to-night is substantially in accord with the agreement arrived at; that is, that the procedure will be much the same as in committee of the whole. If an hon. member wants to speak for a considerable length of time, even forty minutes or more, he is at liberty to speak, and if he wants to ask questions he can do that. But I understand that the procedure will be the same as if the house were in committee on some particular subject.
