Mr. BARBER:

The complaint is that much of the so-called salvaged land has been sold at prices less perhaps than what the soldier's balance of payments amounted to. The soldier settlers think it unfair that they should be put off the land and then have it handed over, in some cases, to foreigners at less than the amount the soldier owed.
