Mr. Chairman, the great need in the fishing industry to-day is an expansion of exporting. There are several cars of codfish in the county of Gaspe to-day ready for export, but the exporters have not been able to sell them. Efforts have been made to dispose of this fish on the New York, market, but up to last week they have been unsuccessful. I spoke about this to the Minister of Fisheries (Mr. Michaud) and also* to the Minister of Trade and Commerce (Mr. Euler), and I was told that efforts would be made to find a market. Some time ago, along with the hon. member for Bona venture (Mr. Cote), I went to see the minister about this matter. At that time he told us he was preparing this present bill and we had the opportunity to discuss it with him. I told him. that I thought it was a good bill, because it indicated an effort to find markets for our fish.
In answer to the hon. member for Halifax (Mr. Finn), let me say that his great concern for the fishermen is all right, but if the exporter is helped so that he is able to export more fish, the fishermen will be helped in the end. There are a few exporters in my constituency. When they cannot export fish or when there is no prospect of their being able to export, they cannot offer a fair price-to the fishermen. Unfortunately this year there were no prospects whatever and the result has been that the fishermen are doing no fishing. If there were any prospects of their being able to export, the exporters would be prepared to buy fish from the fishermen and' the industry would be in much better condition. Instead of obstructing this bill, I think we should all make an effort to have it passed' at the earliest possible moment in order that this board may go ahead with its work. I hope the minister will give some thought to the fishermen of Quebec. There is a considerable fishing industry in that province, and I think one of the members of this board should' be either from Bonaventure or from Gaspe.
