Mr. Speaker, I do not think I am overstating

it when I say that having reconsidered the matters proposed in these two bills the government has changed its position. I am making a guess, but in all probability the change in the bill that the Minister of Trade and Commerce (Mr. Euler) speaks of is a drastic change in principle.
