Mr. MANION:

I do not wish to delay the proceedings, but this is the one occasion, when the government does choose to move to go into supply, when hon. members might possibly bring up some subject for redress. I will not object to the estimates of this department being introduced at the present time, but I do not think it should be done too often in this way at the last moment.
