Mr. MASSEY:

"The government has taken every step possible to stimulate the building industry." Shall I say " that statement is made by one who ought to know better "?- that was the minister's phrase. What about the years which have gone by? What about the lack of cooperation of the provinces? The old chestnut of provincial rights was not merely trotted out this afternoon by the minister; it was brought in with a blaze of glory. He referred to it very guardedly and carefully for the consumption of those in all the provinces, be the provincial government guilty of " conspiracy " or otherwise. Mr. Speaker, the admission this afternoon in the speech of the Minister of Labour was a most fatal admission; and if the Prime Minister (Mr. Mackenzie King) were listening-
