Mr. MASSEY:

If the hon. member will look at the record he will find that operations under the Dominion Housing Act, providing as it did for houses of an average value of $4,000, were successful to the degree of about $25,000,000. I have not .the exact figure in my hand. That was a fair fillip to the construction industry. But this "moribund legislation," even in the face of recommendations of the national employment commission, which came in a year and a half before, remained on the statute books for two and a half years 'before it was changed.
