Mr. LAWSON:

Would the minister suggest what functions the commissioner would perform other than those now being performed

by Mr. Badgley of the motion picture bureau?
I understood the minister to say that one of the objectives is to get better distribution than has been obtained heretofore. Conceivably that might be one reason. Can the minister suggest any other purpose for this higher salaried official-because that is what he would be-being superimposed on the top of the motion picture bureau we already have?
