Mr. HAYHURST:

I think the appointment of a commissioner would be an excellent idea because, as all hon. members know, visual instruction is important these days. Coordination of the work of the different departments could be brought about by a commissioner. But, in connection with a position as important as the one now in question, -would the minister assure us that the appointment would be made because of efficiency and not because of political leaning?
