Mr. CARDIN:

This is required to provide for encasing the outer end of the public wharf with steel sheet piling, placing filling between the existing cribwork and proposed piling and laying a reinforced concrete deck four inches thick. Attention is directed to the necessity of the proposed work by the district engineer, who reports that this structure is in a bad condition owing to the ravages of sea worms. He reports also that pile
work will not be as suitable as sheet steel piling, which will withstand to. a greater degree the ice shoves at this place and will also better support the Malagash salt company's conveyer and the structure they intend to erect to house machinery of considerable weight.
