Mr. SENN:

The minister stated that this
increase was not divided arbitrarily on an equal basis between the two railways. Of course there are places served by only one railway system. On the other hand there are many places reached by both railways. What is the system followed by the department in such cases? Is the service divided between the two railways or is one used exclusively? What is the governing factor?
